Thanks to Tom and Dennis and everyone else. 
I pointed at the
 development repo
mirrorlist=http://mirrors.fedoraproject.org/mirrorlist?repo=rawhide&arch=$basearch

and after a week partime with yum and rpm and conflicts and 
dependencies... 
I have a new fc9 system.
