The controller in an Ultra 1 is only good for 10MB/sec max. Yes, it
looks like you're bottlenecking there.
Additionally, as free as they were, I would not recommend using those
drives in that chassis; the Ultra 1 doesn't have sufficient cooling for
those drives and they will fry themselves in short order. 15,000 RPM
drives run very hot and normally require much more airflow than 10,000
RPM drives.
