It's worth noting that there are a few Fedora Extras contributors on the
list; Aurora Extras is merely a rebuild of FE. If there's a package
desired in Aurora, that's likely the best (as in "serving the widest
audience") way to get it in. I do believe most Extras contributors are
open to suggestions.
Looking at the Fedora trees, it looks like fuse wasn't part of Extras
until FC4; Aurora 2.0/2.1 are a rebuild of FC3. It looks like luks didn't
make it until FC5 (and is in Core, actually). I'm seeing some
implications that third parties have gotten truecrypt working (or tried),
but it doesn't appear there's been an official effort to do so.
So, for fuse one can either hope someone (*cough* Dennis *cough*) tries
to backport it to Aurora (possible), or we'll have to wait for the next
major Aurora tree (based on FC6), which will likely have both fuse *and*
luks (unless there's some jolly Endian-ish issue building them). But, no
idea when that'll be out (probably when FC6 comes out, at best).
